PARICA II was a program funded by the European Union in supporting the process of regional integration by the improvement, strengthening and consolidation of the institutional systems in order to increase efficiency and legitimacy of the governments of countries members of the System and to the own Central citizenship. The expected results of PAIRCA II:
- The process of decision-making at regional level is reinforced and progress is achieved in the process of institutional reform, restructuring and modernization of SICA.
- The capabilities of the different regional institutions and coordination between them are strengthened, as well as coordination with national counterparts.
- The participation of civil society in the process of improving regional integration and exchange of experiences between Central America and the European Union are promoted.
- The level of awareness, public information and improving academic training in regional integration and the issue is gradually inserted into the educational agenda in the region.
The purpose of this mission was to globally and independently evaluate the results of the program, focusing more specifically the impact of the actions taken with respect to their objectives and extract key lessons and to make practical recommendations for follow up.
PARICA II was evaluated according to the criteria of evaluation criteria adopted by the OECD DAC (relevance, effectiveness, efficiency, sustainability and impact) and the specific evaluation criteria of the EU (Community value added and coherence / complementarity of European aid.)
